Dholera SIR to Gain as Gujarat Scored Top Position
Gujarat Ranked #1 in Ease of Doing Business Gujarat has been ranked as the #1 state by the World Bank on the "Ease of Doing Business in India Index," the first-ever survey of its kind.
Gujarat scored 71.14%, with Andhra Pradesh and Jharkhand close behind at 70.12% and 63.09%, respectively.
Chhattisgarh, Madhya Pradesh, Rajasthan, and Odisha followed with:
Chhattisgarh: 62.45%
Madhya Pradesh: 62.00%
Rajasthan: 61.04%
Odisha: 52.12%
Arunachal Pradesh and Nagaland ranked last, scoring 1.23% and 3.41%, respectively.
It has long been mentioned that Gujarat is the best place for conducting business in India, and this ranking now provides statistical proof.
Investment Potential and Economic Impact Sunil Munjal, former president of CII, commented:
"It is expected that investments will begin to flow to States that make it easier to do business, seeing which the low-rank States could be encouraged to take up reforms."
Gujarat is now expected to attract major investments from across the world, with many companies seeing it as a base for setting up business in India. With industries being set up in the state, the "Make in India" vision of Prime Minister Modi is expected to flourish in Gujarat.

World Bank Assessment & Key Findings The assessment was conducted by the World Bank in collaboration with:
The Union Department of Industrial Policy and Promotion
The Confederation of Indian Industry (CII)
The Federation of Indian Chambers of Commerce and Industry (FICCI)
KPMG
Onno Ruhl, the country director for the World Bank, clarified:
"The rankings reflect the ease of doing business in these States by the small and medium enterprises rather than foreign investors."
He further stated:
"While the World Bank has been working for many years with officials of the Government of India, this gained traction only in the last one year thanks to the political commitment coupled with renewed efforts of officials of Central and State governments to make India an easy and simple place to do business."
Key Areas of Assessment The study was based on eight key areas, with rankings assigned to each state:
Setting up a business
Allotment of land and obtaining construction permits
Complying with environmental procedures
Complying with labor regulations
Obtaining infrastructure-related utilities
Registering and complying with tax procedures
Carrying out inspections
Enforcing contracts
Gujarat secured the top position for "complying with environmental procedures."
Future Prospects for Gujarat and Dholera With this ranking, Gujarat is set to witness a heavy inflow of investments. Dholera, in particular, is expected to be the epicenter, attracting investors due to:

Strong connectivity and strategic location

RERA Compliance
The Real Estate (Regulation and Development) Act, 2016 (RERA) was introduced to
enhance transparency and accountability in the real estate sector. However, it is

depending on the type of real estate transaction. RERA primarily regulates residential
and commercial real estate projects, but it does not apply to the sale of land or plots
without construction obligations. In areas like Dholera SIR, transactions involving
final plots (designated land parcels) do not fall under RERA's scope. Similarly,
agricultural land, industrial land, and other specific land transactions may not come
under its jurisdiction.
